AANES: A ‘social contract’ drafted by the Syrian Democratic Council
A social contract that will regulate the governance of civilian and military institutions under the Autonomous Administration of North and East Syria is expected to be published soon.
The Syrian Democratic Council (SDC), the political wing of the Syrian Democratic Forces (SDF) recently announced that a ‘social contract’ has been drafted to be implemented in the areas under the governance and control of the Autonomous Administration of North and East Syria (AANES), Sharq al Awsat reported.
The draft ‘social contract’ in question is reportedly considered to be a temporary constitution that will regulate the military and civilian institutions under the governance of the autonomous administration.
The committee working on the social contract stated that a lot of progress has been made and the draft is expected to be published in the coming days.
The Kurdish Democratic Progressive Party (PDPKS) and the Kurdish National Council (ENKS) boycotted the meetings of the committee and demanded that the draft was prepared in accordance with the constitution of Syria and that other parties were involved in the process.
Ilham Ahmed, the co-president of the executive board of the Syrian Democratic Council, indicated in a recent meeting of the council in Raqqa that the region was currently faced with a number of threats:
“These threats are the resurgence of ISIS, the military operations of Turkey and the Syrian central government’s actions against the stability of the region, which are actually revealed in official statements. It is mandatory to take concrete steps in par with international standards in order to reach a political solution in Syria. A democratic transition and diplomatic dialogue is the only solution.”
Ahmed acknowledged failures in public services in the region and added:
“The main reason for this are the activities of the Syrian central government and the Turkish siege in the region. Despite limited means, we overcame the difficulties and obstacles we faced. We’ve concluded in our action plan to work hard to fulfill the needs of the people living in territories under AANES governance, and to maximise the efficiency of public services including security.”
